Every sentence fragment and most of the comma rules about joining sentences depend on it. A student who can spot a dependent clause stops writing "Because the road was flooded." as a whole sentence.

Is a compound sentence better than a simple one?

No. Varying them is what makes writing readable. The point of naming the types is being able to choose, not preferring the longest one.

Phrases and Clauses: the rules these questions test

Clause = subject + verb: "the lights flickered" is a clause: a subject with its own finite verb. "under the wooden bench" is a phrase — no subject, no verb.
Independent clauses can stand alone: "We went outside" is a sentence by itself. "When the rain stopped" is not, even though it has a subject and a verb — the word when leaves it waiting.
Simple, compound, complex: Simple = one independent clause. Compound = at least two independent clauses joined by and, but or so. Complex = one independent plus at least one dependent.
Two verbs are not two clauses: "She read the map and chose a route" has one subject doing two things — still a simple sentence. "She read the map, and he chose a route" has two subjects, so it is compound.
Compound-complex has all three: At least two independent clauses plus at least one dependent one: "When the dog barked, the cat ran, and the bird flew off."
